I solder up the back of the circle to eliminate all the alligator clips. I get replacement transistors and replace what I think are faulty ones. A few checks to make sure everything is OK and I try again. Still no go

The back of the circle with everything soldered up. The circuit diagram shows 9-12VDC. For some reason I play with my transformer and pump out 3VDC. For some reason the circuit works at that voltage. No wait. The circuit is all over the place and doesn't perform consistantly. I power the thing up at 3VDC and surprise surprise it works. Later on I play with the voltages and again it doesn't work. I don't understand and hence the reason I really hate electronics some times
